Distribution of free printed matter

Distributors of free printed matter in Southwark

Southwark Council has designated areas of the borough where there are controls on the distribution of free printed matter.  This designation came into effect on 1 March 2007 under schedule 3a of the Environmental Protection Act 1990.

The purpose of the designation is to ensure that the streets are kept clean and obstruction free, and that any excess printed matter is not dumped on or streets or in our bins.  Southwark Council is seeking to work in partnership with distributors to achieve this aim.

Activities which are associated with charitable, political or religious groups are subject to exemption from payment. However it is still expected that the Code of Conduct is adhered to.

Applications can be for single events, along with annual applications will be considered. For promotional companies who act on behalf of others, each campaign undertaken will be taken as separate applications. No blanket or all encompassing permission will be granted regarding annual applications.

Please note that consent for distribution can be withdrawn by the Council in the event of persistent nuisance, or if waste or highways related offences are committed. Should this action be required no refund will be made or offered.

No activities can commence prior to authorisation being granted by the London Borough of Southwark. Should any person or organisation be witnessed conducting these activities without prior permission being granted Enforcement action may be taken.
