Neighbourhood planning in South Bank and Waterloo

On the 30 April, the Council received two applications from South Bank and Waterloo Neighbourhood Forum; one for the designation of the South Bank and Waterloo Neighbourhood Area, and the other to designate the South Bank and Waterloo Neighbourhood Forum (now known as South Bank & Waterloo Neighbours) as a Neighbourhood Forum pursuant to the Localism Act 2011 (as amended) and the Neighbourhood Planning (General) Regulations 2012 No.537.

Lambeth Council has also received the applications as the proposed designation of the Neighbourhood Area falls within both boroughs. Accordingly, the two authorities undertook a joint consultation, but will each make their own decisions on the applications.

The applications can be viewed below:

If the designation of the Neighbourhood Forum is approved no other organisation or body may be designated for the respective Neighbourhood Area until that designation expires or is withdrawn.

It should be noted that the Council have already approved a Neighbourhood Forum and Neighbourhood Area for part of the area that falls within the boundary of the proposed South Bank and Waterloo Neighbourhood Planning Area.

Consultation

Consultation on applications to formally designate the South Bank and Waterloo Neighbourhood Area and Forum ran from Friday 18 October 2013 to Friday 29 November 2013.

The consultation period closed on Friday 29 November 2013 at 5pm.

South Bank and Waterloo Neighbourhood Development & Business Area and Forum approved.

On 2 April 2014, a joint recommendation to designate the South Bank and Waterloo Neighbourhood Development & Business Area and South Bank & Waterloo Neighbours (SOWN) as the Neighbourhood Forum for this area was approved by the Cabinet Member for Regeneration and Corporate Strategy. The decision came into effect on the 18 April 2014. The recommendation to designate the South Bank and Waterloo Neighbourhood Development & Business Area was based on a modified version of the proposed neighbourhood area submitted by South Bank & Waterloo Neighbours. As a result of modifying SOWN's proposed neighbourhood area,  no changes have been madeto the Bankside Neighbourhood Area that was designated on 14 May 2013.

The report recommending the approved designation of the South Bank and Waterloo Neighbourhood Development & Business Area and the South Bank and Waterloo Neighbours as the Neighbourhood Forum for this area can be downloaded here

In the meantime, information about the intentions of the group is available on the South Bank & Waterloo Neighbours website. Further information about Southwark council's neighbourhood planning decision making process can be found here.
